Abstract

In running its government, the Government forms competent institutions according to their respective fields of financial administration burden is very important. The environmental agency is a local government agency responsible for environmental affairs, such as pollution control, waste management, natural resource conservation, and environmental law enforcement. The Environmental Service is led by a Head of Service who is under and responsible to the Regent or Mayor through the Regional Secretary. Financial administrative expenses are one type of administrative expenses related to the company's financial management. Financial administrative burden includes costs such as salaries and benefits of financial staff, audit fees, consulting fees, interest fees, bank administration fees, insurance fees, and other costs related to financial functions. The lack of government attention to the balance between burden costs or administrative burdens with the burden of duties and functions has an impact on the performance of an institution, the imbalance causes the emergence of obstacles in carrying out its duties and functions. In conducting this research, the relevant research method is the philosophy of postpositivism. This method is suitable for researching on natural object conditions (as opposed to experiments), where the researcher is the key instrument. Data collection techniques are triangulated (combined). Data analysis is inductive and qualitative. Qualitative research results emphasize meaning rather than generalization.
