Abstract

This paper addresses public policies for financing education in Brazil, focusing on FUNDEF and FUNDEB. Implemented in 1996, FUNDEF was intended to maintain and develop elementary education and to enhance the value of teaching. FUNDEB, created in 2007 and made permanent by Constitutional Amendment No. 108/2020, expanded its scope to include all basic education. Both funds represent important instruments for the redistribution of resources, essential for reducing regional inequalities and strengthening the appreciation of education professionals. The study dialogues with authors such as Easton, Jenkins and Gomes, who define Public Policy as a complex process of decisions and omissions, influenced by the social and political context. It is concluded that, although these funds have promoted significant advances, constant social and political monitoring is necessary to ensure that the financing effectively meets educational demands and contributes to the construction of a more just and egalitarian society.
