In response to a Congressional Directive of 1977, the U.S. Geological Survey has been compiling reports discussing source, use, and disposition of surface water and groundwater in the United States. The latest, “National Water Summary 1987—Hydrologic Events and Water Supply and Use,” published as USGS Water Supply Paper 2350, by Jerry E. Carr, Edith B. Chase, Richard W. Paulson, and David W.
