Violence is a subject of high historical recurrence in Colombia, which is why its dynamics have been approached from different approaches; some approaches seek to analyze the objective and subjective processes; others, in the light of the actors (victim-victimizers). This paper analyzes the opportunities generated by collective actions for the creation of public policies that guarantee the recognition of victims in specific contexts of violence. This study started with a conceptual review of three main categories: “collective action”, “contexts of violence”, and “public policies”, from the hermeneutical paradigm.
