A fast H.261 software codec for high quality videoconferencing on PCs

Abstract

We describe a new software system for video conferencing in standard H.261. Its main features are high quality picture transmission and low cost hardware as it runs on a standard personal computer equipped with a regular video capture card to get the picture frames in CIF format.
