During the last ten years, a series of efforts [1-9] have been made to solve the problem of tracking multiple targets in a dense multi-return environment. Many different aspects of this general problem have been considered by researchers. Some of these are, tracking initiation, detection of false alarms, missing measurements of targets and so on. But, none of these works considered the important situation of maneuvering targets, in 1978, Bar-Shalom [10] pointed out that tracking of maneuvering targets in a multi-target environment was yet an open problem. This paper provides a complete solution to this problem.
