This paper summarizes several existing location methods of distribution center and analyzes their strengths and weaknesses, and then it compares several key features of traditional logistics distribution centers and regional distribution centers. On the basis of cloud logistics, in order to adapt to the comprehensive and strong logistics characteristics of regional distribution center, we establish a regional logistics distribution center location model. The model combines qualitative and quantitative analysis and integrates the Gray-Analytic Hierarchy Process and Bi-level Programming Method. Finally, we establish a location evaluation index system of regional distribution center and a mathematical programming model on the basis of cloud logistics. The goal is to achieve the integration and scheduling of all regional logistics and to improve the logistics resources utilization and then achieve the optimization of the whole social logistics resources and the improvement of logistics resource utilization.
