This study analyzes the impact of poverty on regional economic growth in the province of East Nusa Tenggara (NTT) using a panel regression model across 21 districts for the period 2012–2024. In addition to poverty, other variables such as physical capital (infrastructure) and social capital (education, health, and the Human Development Index) are also considered. The results show that regional economic growth is more strongly influenced by social aspects related to the quality of human resources than by physical factors. Improvements in education and health demonstrably boost labor productivity, while poverty reduction significantly contributes to increasing purchasing power and stimulating community economic activity. Infrastructure variables, on the other hand, have no significant impact on GDP, suggesting a long-term effect. These findings confirm that poverty is a core factor that needs to be prioritized in regional development policies. Policy recommendations focus on sectoral, spatial, and institutional. Furthermore, the implementation of poverty alleviation program models must be region-specific, and improvements in institutional governance through cross-sectoral coordination are necessary to ensure more effective and consistent poverty alleviation programs, tailored to regional conditions and local community needs. This approach is expected to encourage inclusive, high-quality, and equitable regional economic growth in NTT.
