The city of Padang, as a Smart City, has launched an innovative program called e-Kelurahan, utilizing technology. E-Kelurahan is a service innovation aimed at facilitating the community in handling various documents related to their needs at the village level, which can be done either manually by village operators or by the community themselves. The research method employed in this article is qualitative research. The article utilizes a descriptive research method with a deductive approach. Data collected includes interview transcripts, field notes, personal documents, memo notes, and other official documents. The selected sample for this article is Flamboyan Baru Village in Padang Barat District, Padang City. The theory used to assess the implementation of the e-Kelurahan innovation is based on George C. Edward III's framework. Based on the research findings, the implementation of the e-Kelurahan innovation in improving public services in Padang City has been well executed by village operators, but not yet fully embraced by the community as a whole. Challenges in implementing e-Kelurahan are identified within the internal and external organizational aspects. Efforts to address these challenges include continuous socialization to educate the community about the benefits of using the e-Kelurahan application, as well as providing training and improvements to the application itself to make it more user-friendly and efficient. The ultimate goal is to enhance public services to the community.
