Many municipalities tend to focus on public support programmes and use applicability to such programmes as a filter for project pipelines. This document shall inspire municipalities to think beyond well-known public funding programmes and not to wait for support schemes, but to act now. Therefore, the idea behind this guideline is not to write just another document, which generally outlines how energy efficiency projects can be financed. Rather, it shall equip readers with some basic knowledge and vocabulary to better find their way through the world of energy efficiency finance and to make use of existing material on this subject. We present some basic considerations on how to present your case, generally from the perspective of municipal energy managers to other stakeholders. We give an overview of different forms of financing. The last chapter contains a list of selected websites and guidelines that we found useful.
