Oral health services are services or programs for individuals and groups to maintain oral health. However, the utilization of oral health services in health care facilities, especially in primary health care facilities is still low. This study aims to analyze the utilization of dental and oral health services at puskesmas in Surabaya City. The research method was quantitative which was carried out in December 2024 - March 2025. The population was the entire Surabaya City community with a research sample consisting of 120 respondents who were randomly selected and met the inclusion criteria. Data were collected using an online structured questionnaire and data were analyzed descriptively and relationship analysis using chi-square. Variables in this study included utilization, knowledge, access, perceived quality, and perceived benefits. The results showed that there was a significant relationship between gender (p-value: 0.027, knowledge (p-value: 0.017), access (p-value: 0.000) and perceived quality (p-value: 0.000) with the utilization of oral health services at puskesmas. Meanwhile, the perceived benefit variable (p-value: 0.465) did not show a significant relationship.
