This article presents theoretical reflections that emerged in a doctoral research that had as subject the process of the Federal Institutes – IFs creation, in 2008. Based Marx and Gramsci, this article aims analyze the potential contribution of the use of the Marxism for understanding the questions concerning expansion policies and diversification of higher education institutions. From a methodological point of view, this work can be classified as bibliographic and qualitative research. The final considerations point out that, under capitalism, the public policies aimed to expansion of IES tend to diversification, what makes possible the emergence of the “alternative” educational institutions to the university, such as the IFs.
