Abstract

This paper introduces the OSCAR2023 model, designed for constrained applications where computational efficiency is paramount. OSCAR2023 considers compression ratio, image quality, and computational cost. It aims to achieve a delicate balance between compression performance and computational requirements, much like the simplicity and high compression rates that made JPEG dominant at the time.
