VANET has been a promising paradigm to offer low-latency service. Nevertheless, the massive mobile data demand brings huge challenges to the network. With the communication capabilities, the parked vehicle can be the communication node to meet the user traffic demand. To implement it, we propose an approach to incentivize users to offload data by using parked vehicles. The economic interactions of operator and user are formalized as a multi-user Stackelberg Game where the operator is leader and users are followers. The existence of Stackelberg equilibrium is guaranteed. We transform the multi-user problem into a single-user problem which is an integer programming problem. We relax the integer constraints that transform the original problem into linear programming and prove the optimal solution for the two problems is the same. An iterative algorithm was proposed to achieve the Stackelberg equilibrium. Finally, we provide numerical results to demonstrate the effectiveness of our algorithm.
