Implementasi Kebijakan Program Pembinaan Anak Terlantar (Studi Kasus di Dinas Sosial Kabupaten Subang)

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui implementasi kebijakan program pembinaan anak terlantar di Dinas Sosial Kabupaten Subang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Metode pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa: 1) Dalam indikator komunikasi masih belum optimal, hal ini terlihat dari minimnya konsistensi Dinas Sosial dalam berkoordinasi. Media komunikasi untuk penyampaian informasi terkait program pembinaan dan pelaporan anak terlantar juga tidak ada. 2) Dalam indikator sumber daya juga belum optimal. Hal tersebut dapat dilihat dari kurangnya staf untuk melakukan pembinaan dan kurangnya anggaran dalam implementasi kebijakan program ini. Tidak ada fasilitas khusus di Dinas Sosial Kabupaten Subang untuk melakukan pembinaan seperti panti sosial atau rumah singgah. 3) Dalam indikator disposisi belum berjalan optimal. Hal tersebut dapat dilihat dari kurangnya pendalaman terkait SOP yang ada dalam mengimplementasikan kebijakan program pembinaan anak terlantar ini. 4) Dalam indikator struktur birokrasi juga belum optimal. Hal tersebut dilihat belum berjalannya pelaksanaan program pembinaan anak terlantar sesuai SOP yang ada. Kesimpulan dari penelitian ini adalah Implementasi Kebijakan Program Pembinaan Anak Terlantar di Dinas Sosial Kabupaten Subang belum optimal. Hal tersebut terlihat dari adanya permasalahan dalam aspek komunikasi, sumber daya, disposisi dan struktur birokrasi yang masih harus diperbaiki. Kata kunci: Impementasi Kebijakan Abstract This study aims to determine the implementation of policies for the development of neglected children in the Social Service of Subang Regency. This research is a descriptive research with a qualitative approach. Data collection methods used in this study were observation, interviews, and documentation. The results of the study show that: 1) The communication indicators are still not optimal, this can be seen from the lack of consistency of the Social Service in coordinating. There is also no communication media for the delivery of information related to the coaching program and the reporting of neglected children. 2) The resource indicators are also not optimal. This can be seen from the lack of staff to provide guidance and the lack of budget in the implementation of this program policy. There are no special facilities at the Subang Regency Social Service to provide guidance such as social homes or shelters. 3) The disposition indicator has not run optimally. This can be seen from the lack of deepening related to the existing SOPs in implementing the policy of this neglected child development program. 4) The indicators of the bureaucratic structure are also not optimal. It can be seen that the implementation of the abandoned child development program has not been running according to the existing SOP. The conclusion of this study is that the implementation of the Abandoned Child Development Program Policy at the Social Service Office of Subang Regency has not been optimal. This can be seen from the problems in aspects of communication, resources, disposition and bureaucratic structure that still need to be improved. Keywords: Policy Implementation
