This research was mainly focused on analysis of the certifying role of the National Secondary Education Examination (ENEM) in São Paulo, in order to verify that the number of certificates issued from 2009 to 2013 was sufficient to impact the enrollment of adult education and certification has been a settlement the school flow and acceleration of the end of basic education.Approaching the problematic proposal was presented the motivation for the study, analyzed the chances, the goals and justification, the reason that makes the relevant research in the fieldstudies of public policy in education.And to get to the considerations studies were performed on the examination of the policy cycle from forming theiragenda until its implementation and development, accompanied by analysis literature about the history of adult education and certification exams used throughouthistory of Brazil.The main research sources used in the process were the microdata survey, from 2009 to 2013, and the reports of the School Census editions from 2009
