The purpose of this work is to develop a business architecture proposal for a State Entity, whose scope of action is the economy and finance sectors, with the purpose of optimizing the process "Coordination and monitoring of information requirements of the congress" and stay aligned with the strategic objectives. The proposal is based on TOGAF, which analyzes the current situation allowing us to identify the limitations and thus, propose the opportunities for improvement and a portfolio of information technology solutions with agile development under Scrum is presented to build a software development. In the definition of the project, the object of study is described, as well as its objectives and organization. It also details the objectives and benefits of this work. In the theoretical framework, the theoretical basis of the problem has been developed allowing us to explain the results obtained, as well as the cases of successes and review of the background to avoid errors. In the project development, the current situation is described, which has resulted in the development of the 04 domains of business architecture. The opportunities for improvement that have allowed us to present a portfolio of solutions. In the project proposal, the portfolio of projects to be developed is presented, as well as its objectives and the impact. It also describes the way in which the project will be organized, its risks and the way in which these will be mitigated. Finally, the conclusion is detailed, as well as the experiences obtained in its development.
