Although the Congress of the Republic of Colombia for several years now recognizes theneed to address the problem of drug use as a disease that requires comprehensive care,that is why Law 1566 came in 2012, it is still necessary to establisha national policy thatguarantees its approach from a public health perspective, which not only highlights thecontrols related to production and marketing (supply reduction), but also strengthens boththe efforts associated with specialized clinical care, as those interventions emphasized toreduce those factors that underlie the beginning, maintenance and relapse to consumption(demand reduction). This document aims to synthesize the recent evidence referred byexperts and institutions related to the conception and approach of the drug issue, whichwill lead to establish actions to reduce demand and supply within the framework of thepublic health approach.
