Bitrate and Transmission Resolution Determination Based on Perceptual Video Quality

Abstract

As more multimedia data is delivered over networks, video data constitutes a significant amount of network traffic. On the other hand, consumers use a variety of displays to watch multimedia services delivered over networks. These devices include traditional TV monitors, smartphones, tablets and computer monitors. Consequently, screen sizes and viewing conditions (e.g., viewing distances, viewing environment illumination, etc.) may affect the perceptual video quality. Depending on the viewing environment and content characteristics, transmitting video data at high bitrates or high resolutions may not improve the perceptual video quality. In this paper, we investigate how various aspects of the viewing environment influence perceptual video quality and propose some methods to select bitrates and transmission resolutions based on perceptual video quality and viewing conditions for available bandwidth.
