In 2006, the campaign to call the Water Referendum was prepared to guarantee its fundamental right. This campaign also begins the defense of community aqueducts and the community’s own self-management to guarantee its own right. Colombia is living a special moment in defense of its naturalization rights, based on peace agreements, and today it is necessary to regulate the community’s self-management of water. The problem of research is focused on analyzing whether protecting the community’s self-regulation of water can guarantee the right to water as a good of public interest. Methodologically, documentary sources, reports of community aqueducts, control organisms were used. applying deductive, inductive and analysis methods in the diagnosis of compliance with access to drinking water as a right in the communities that administer the water resource.
