Lesbian, Gay, Bisexual, Transgender, and Queer Offenders

Abstract

This chapter explores the history, conditions, and policies related to lesbian, gay, bisexual, transgender, and queer inmates in state and federal prisons. It discusses key terms and language used to describe lesbian, gay, bisexual, transgender, and queer (LGBTQ) inmates appropriately, as well as the pertinent history to put the LGBTQ community and its relationship with law enforcement in greater context. The chapter addresses prison demographics and the prevalence of gender nonconformity and sexual orientation. Reviewing key policies that have the greatest impact on LGBTQ inmates, the chapter provides special consideration to transgender inmates and the special challenges of providing them with safe and effective treatment. The identity of sexual orientation often involves a connection with culture and a history that extends beyond the individual or the prison environment. The chapter concludes with common criticisms and best practices for addressing the needs of LGBTQ inmates from a variety of organizations and government agencies, as well as implications for future study.
