In this paper, we propose a new optimization framework that supports energy harvesting user fairness in a wireless information and power transfer OFDMA network. We consider the downlink of a multiuser network, where non-overlapping subchannels are allocated to the users with power splitting receivers for information transfer and energy harvesting. We propose a two-stage optimization algorithm to maximize the minimum energy harvested by the users while satisfying a minimum required user rate. We apply the proposed algorithm to optimize the subchannel allocation, power allocation, and power splitting ratio for each user. Numerical examples are provided to highlight the fairness and efficiency of our two-stage algorithm.
