El tratado de libre comercio México-Estados unidos-Canadá y el turismo en la frontera norte de México

Abstract

Las decisiones sobre la magnitud y tipo de barreras a la entrada de turistas y hombres de negocios se pueden considerar basicamente de caracter interno y unilateral. Esto explica el hecho de que en las negociaciones del TLC no se hayan contemplado explicitamente. Sin embargo, dadas las particularidades de la region y de la actividad turistica fronteriza, la ampliacion del mercado turistico regional depende directamente de medidas bilaterales de caracter trasfronterizo. En concreto, son necesarias la ampliacion y administracion bilaterales de la infraestructura aduanal. El objetivo seria la facilitacion y la reduccion de los actuales tiempos de cruce de personas, mercancias y vehiculos por la linea internacional, sobre todo de Mexico hacia Estados Unidos. ABSTRACT Decisions regarding the levels and types of entry barriers to tourists and business people are basically and unilateral in character. Because of this fact, these decisions have not been explicitly discussed in the NAFTA negotiations. Nevertheless, given the particularities of the U.S.-Mexico border region and of border tourism, Mexico's ability to stimulates border tourism depends directly on bilateralm, transborder measures. Specifically, what is needed is to augment existing customs infrastructure and administer it bilaterally. The goal would be to facilitate cross-border traffic and to reduce delays people, goods, and vehicles crossing the international border, especially northbound from Mexico into the United States.
