POLITIK ANGGARAN DALAM PELAKSANAAN PILKADA SERENTAK DI INDONESIA

Abstract

This paper examines the politics of public budgeting relating to the regional head elections were held on 9 th December 2015 for the first time.  Election will be held for seven times  from 2015 to 2027  in order to reduce election costs. However, the budget process is not easy to imagine because the technical rules are unclear. Meanwhile, elites having interests have strong influence to the budget process. The paper attempts to examine how public participation needs to be improved in the budget process, particularly regarding to the implementation of elections that will create budget democracy.
