SELECTION OF TSUNAMI COUNTERMEASURE ON REGION BY CROWD EVACUATION SIMULATION

Abstract

防潮堤や水門などの防護施設のみによる津波対策には限界があるため,高台移転の実現や適切かつ効果的な避難行動を実現する必要がある.本研究では,避難路形状を考慮した避難モデル適用による,複数の規模の防潮堤を設置した場合の津波被害リスク推定や残余リスクの分析の結果から,海岸防護施設と組み合わせで行うソフト対策の検討手法について提案する. 防潮堤高さ別の被害状況を整理し,陸域浸水をさせない高い防潮堤もしくは高台移転が望まれるエリアや,集落全体で被害減少が期待される防潮堤規模よりも小規模の津波でも避難行動によって減災効果を期待できるエリアなどに分け,地区別の被害リスク要因の分析や減災対策の選択の可能性について考察した.GISデータを活用した避難路特性の分析を行い,避難路整備箇所を抽出した.
