Abstract
RESUMEN EJECUTIVO: La problemática jurídica en torno a la aplicación del silencio administrativo en el tiempo, ha generado distintas posiciones en la doctrina y su aplicación práctica en sede administrativa y jurisdiccional conllevando a desarrollar una interpretación de conformidad con los principios de pro actione, pro homine y pro libertatis en un sentido tuitivo sustentado en los bloques de constitucionalidad y legalidad.
