The prevailing views regarding the role of information and telecommunications development in Africa remain a subject of intense debate, as addressed within this book. Two opposing views dominate the debate: One contends that imported technologies have never served Africa well in the past; rather they have been used as an instrument of Western domination. Those holding this view contend that Africa must slowly and cautiously embrace modern information and communication technologies. They also point out that Africa does have the human, financial and infrastructural resources to embark on whole transformation of its information and telecommunications sectors.
