Abstract

In a multi-user context, the paper deals with power and bandwidth allocation for systems using Orthogonal Frequency Division Multiple Access (OFDMA) and Type-I Hybrid Automatic Repeat reQuest (HARQ). Assuming only statistical channel state information at the resource allocator, we propose new algorithms minimizing the total transmitted power when minimum individual rate and packet error rate are required.
