As an all-IP network provides not only services that have been traditionally provided on the Internet but also many other services, it has a dramatically higher risk than conventional networks that an occurrence of congestion in one service leads to congestion in other services. Unlike conventional networks, an all-IP network should provide not only bandwidth but also processing ability simultaneously. Therefore, we have proposed the new congestion control method (Method B) which reduces the size of required resource for congested resource type, assuming that multiple types of resource are allocated simultaneously. This method extends in turn the duration of resource allocation so that the total amount of resource required by the request will be satisfied. This means that it takes more time for a service to be completed. We have also proposed another method (Method A) which also postpones the service completion time by delaying resource allocation. Although Method A was originally not intended for the congestion control, it can relieve the congestion. This paper clarifies the effective areas of two congestion control methods with computer simulations.
