H.263 compatible video coding and transmission

Abstract

This paper presents an efficient scaleable subband based coding scheme suitable for multilayer transmission over mobile channels. The method is capable of encoding and decoding video in a hierarchical multiresolution fashion with full compatibility to ITU T H.263. In this approach the higher frequency decomposed bands of the prediction error signal are each encoded by a combination of DCT, uniform quantisers and 3D-VLC.
